Assam Chief Secretary Reviews Flood Relief, Orders Damage Assessment Completion Across Four Districts By August 14

Guwahati, August 7: Assam Chief Secretary Ravi Kota reviewed the progress of flood relief and rehabilitation measures during a high-level meeting with the administrations of Jorhat, Sivasagar, Charaideo and Golaghat.

The meeting of the District Consultative Committee (DCC) was held through video conference and attended by district commissioners, banks, insurance companies and representatives of various line departments. The discussions focused on improving coordination for damage assessment, financial assistance, insurance claim settlement and livelihood restoration.

Ravi Kota directed officials to adopt a coordinated approach involving all concerned agencies and ensure regular monitoring of relief measures. Authorities were asked to complete authenticated, technology-enabled assessments of flood-related losses by August 14, with field-level verification.

The assessment will cover damage to agriculture, livestock, fisheries, houses, micro, small and medium enterprises (MSMEs) and other allied sectors. Sector-wise reports are scheduled to be placed before the respective committees by August 18.

To improve coordination, district-wise insurance nodal officers have been appointed for Jorhat, Sivasagar, Charaideo and Golaghat. District-level review mechanisms have also been established to track progress and address issues affecting relief and rehabilitation work.

The Chief Secretary also directed officials to simplify documentation procedures for flood-affected people who have lost or damaged important documents. Alternative verification methods are to be permitted where original records are unavailable due to the floods.

Banks were asked to proactively contact affected borrowers and provide appropriate assistance over the next two weeks. The measures may include loan moratoriums, restructuring of existing loans, fresh credit facilities and consumption loans to meet immediate household requirements.

Insurance companies were directed to set up dedicated helplines and speed up claim settlements in coordination with district administrations and financial institutions.

The state government said the measures are aimed at ensuring timely and accountable delivery of relief and rehabilitation assistance while supporting affected families in restoring their homes, livelihoods and financial stability.
